In terminal, execute the following commands:

sudo apt-key adv --keyserver keyserver.ubuntu.com --recv-keys C865EB40
sudo apt-get update
sudo apt-get install opencpn

Wheezy (7.0)
Add line saying "deb http://ppa.launchpad.net/opencpn/opencpn/ubuntu oneiric main" to /etc/apt/sources.list
In terminal, execute the following commands:

sudo apt-key adv --keyserver keyserver.ubuntu.com --recv-keys C865EB40
sudo apt-get update
sudo apt-get install opencpn

Download OpenCPN 3.2.0 source code for all OSs
